Public administration scientists and scholars who are advocates of the generic view are agreed
that the elements, administrative process consists of six elements. One of such is organisation which forms the
focus of attention in this article. What it means is that the problems of primary elements of public administration
will be examined. Organisation is primary because in public administration the integrative, directing activity
cannot take place until personnel are grouped or organized for action. In other words, we should look at the
problems relating to the establishment, cooperation and coordination of government institutions as the executive
institutions, of the institutional framework of public administration
